New Residential Services


Establishing Services


How to establish new residential water, sewer, trash and recycling services:
  • Option 1: Come by City Hall. You will be required to fill out an application. Bring a valid picture identification (out-of-state checks and driver's licenses are accepted) and $125 deposit plus a $25 administrative fee (accepted in cash, check or money order only)
  • Option 2: You may download the Application (PDF), fill it out and return it to City Hall in person, submit online, by mail or by fax at 972-292-5585. You will need to include a copy of your driver's license with your faxed or mailed applications.

Cart Delivery


Your trash and recycling carts will be delivered in 5 business days.

Transferring Services


In order to transfer service from one resident to another in Frisco, a $20 transfer fee is required. Stop by the Utility Billing window on the first floor of City Hall, or call 972-292-5575 to have your transfer processed.

Missing Carts


Trash and recycle carts belong to the house. It is the resident's responsibility to keep track of those carts. If they go missing:
  • Option 1: Look for your cart(s) - check social media and talk to your neighbors. Strong winds can take empty carts a few blocks. Environmental Services suggests writing your address on your carts to easily identify your cart.
  • Option 2: File a police report for missing cart(s).
  • Option 3: Purchase new cart(s) - each cart is $68.00 to replace.

Increasing Services


Please fill out the link to have your services increased. These services include additional bins, extra pickup of bins, and new replacement bins.
